劇情簡介：
烈日炎炎的夏日，整個群馬縣因連日無雨而陷入嚴重乾旱危機，政府為此開始推行一系列限水措施。
任職於自來水公司的岩切俊作（生田斗真飾），每天的工作就是挨家挨戶拜訪拖欠水費的家庭，只要他們不如期繳清水費，就即刻執行停水。
某天，岩切和搭檔木田（磯村勇斗飾）在執行勤務的過程中，遇見了一對小姊妹，她們的父親下落不明多時，本來相依為命的母親有希（門脇麥飾）也突然在某次出門後音訊全無。
眼見兩個孩子因為沒有繳費，只能過著無水、無電的艱困生活，看似對工作早已麻木的岩切，內心開始產生了動搖。
究竟帶來希望的雨水，能成功降臨在這座日益乾涸的城市嗎？醞釀十年，改編自九〇年代同名小說，本片以水為引、藉旱為喻，於銀幕上審視不被年代淘洗的社會議題，包括政策、家庭、社會結構等層次。
本片由名導白石和彌跨刀首次擔任企劃製片，邀請人氣演員生田斗真化身為素樸鬱悶的公務員，與實力派演員門脇麥同台，更有宮藤官九郎、尾野真千子等人力挺演出。
【關於電影】
白石和彌首次擔任企劃監製芥川賞入圍作品時隔三十年登大銀幕本片為日本金獎導演白石和彌首次擔任企劃監製的作品，改編自作家河林滿芥川賞入圍同名作品，由曾擔任相米慎二、市川準、森田芳光、宮藤官九郎等人副導的高橋正彌執導演筒，找來演技與人氣兼具的男星生田斗真、實力派女星門脇麥、近期作品不斷的新生代男星磯村勇斗共同演出。
儘管原作小說寫於三十年前，但其中對人性、家庭、貧窮、社會不公等議題的描寫，在現今看來依然力道強烈、具有高度普世性，值得世人反思。
導演高橋正彌坦言，自己在結局上做了與原作不一樣的處理，對此他也特別向作者河林滿的遺族取得同意，「小說寫於1990年，當中對社會問題的觀察讓我印象深刻，同時結局也相當令人震撼與悲傷，因此我提出希望電影的結局能與原作有所不同，也很感謝河林先生的家屬同意了。
」企劃監製白石和彌則表示，自己在接下這個案子之前，劇本早已寫好，他看完也深受感動，覺得務必要參與製作，「這個故事寫於三十年前，三十年過去了，世界不但沒有變得更好，貧富差距反而擴大，變得更難以生存。
如今這部電影問世了，這部電影與其說是在批判這個社會，不如說是要探討現代人缺乏的東西，以及真正需要的事物。
」生田斗真X門脇麥X磯村勇斗同台演出膠捲拍攝捕捉人性的不同面向本片全片以膠捲進行拍攝，濃濃的顆粒感以及偏冷的色調，為整部電影增添更多人性掙扎的張力。
對於這個選擇，企劃監製白石和彌坦言，膠捲拍攝與數位拍攝截然不同，由於膠捲成本較高，因此拍攝過程大家都必須全神灌注，全心全意投入其中。
導演高橋正彌也笑稱，雖然電影片名叫「渴水」，片中人物們都飽受缺水所苦，但實際上拍攝期間常常在下雨，為此大家也必須抓緊每一個放晴的日子趕緊拍攝。
電影以主角岩切作為核心，從冷漠執行公務的官僚，到拋開束縛、恣意揮灑熱血的男人，他的轉變是整個故事的高潮。
該角由演技備受肯定的生田斗真飾演，高橋正彌和白石和彌表示，生田斗真的加入對整部電影而言可說是如虎添翼，「我們初次與他見面，便完全折服於他過人的氣場！
他細膩的演出讓岩切這個複雜的男人變得相當立體！
」至於片中為貧窮所苦，獨力帶著兩個女兒討生活的單親媽媽一角，則找來門脇麥飾演。
白石和彌表示自己過去與門脇麥合作過許多次，因此主動向她提出邀約，而這也是門脇麥從影以來首次演出母親的角色。
至於總是跟在岩切身邊的搭檔木田，可說是片中從頭到尾最具人性光輝的角色，該角找來最近片約滿滿的磯村勇斗演出。
此外，本片主題曲更找來日本傳奇樂團NUMBERGIRL、ZAZENBOYS成員向井秀德製作，動人的歌詞與旋律，也為整部片帶來更深刻動人的餘韻。
